Companies vying for the online medical record business, such as technology and Internet companies are not considered covered entities under HIPAA, and they may or may not follow its privacy and security standards. According to HHS, only 14% of medical practices in the United States maintain electronic medical records. HHS would like to see that number rise to 50% by 2014.
